Why Kestrel

See clearly. Act deliberately.

The kestrel hovers with patience and precision, reading the ground below before it commits. We bring the same discipline to our client services: a long view, careful judgment, and decisive action only once the path is clear.

Kestrel Private was founded on the belief that greater freedom comes from greater optionality. Our role is to help clients identify and secure opportunities that align with their personal, family and investment objectives.

Andrew J. Taylor

Founder and Managing Partner

Andrew founded Kestrel Private and leads its private-client residence and property practice. He first engaged with the citizenship and residence industry in St Kitts & Nevis in 2009, and spent 2011 to 2018 with the Henley & Partners Group — joining Henley Estates and appointed Vice Chairman in 2014 — where he co-edited the International Real Estate Handbook. Across that time he has worked at the centre of government-facing residence- and citizenship-by-investment programmes connected to Caribbean, Cypriot and Maltese authorities, where sovereign trust, due diligence and discretion decide everything. A Canadian-born dual Canadian–British national resident in South Africa, he has advised private clients from more than thirty countries.

How the firm is built

One partner you’ll know.

Every engagement is led personally by the Founder and Managing Partner — one relationship, from the first call to the residence card in hand. The firm is run from Cape Town and receives clients at partner offices in Limassol and Athens. In the jurisdictions we file into, the regulated work and the submission on the ground are carried by local teams and partner law firms we have instructed for more than fifteen years — the same names each time, chosen because they earned it rather than assembled per matter — and the firm’s own systems keep the whole file on track. You deal with one person you trust, the execution is handled by professionals who live in the detail, and the accountability never leaves us.

Private Clients

Your single point of trust

You deal with one person throughout — the Founder and Managing Partner — from the first conversation to the residence card in hand, coordinating the qualifying investment, the local professionals and every immigration step, so a family experiences one relationship, not five.

Compliance & Due Diligence

Prepared against government filing requirements

Source-of-funds review, KYC and file assembly — run hand in hand with the admitted local counsel who make the regulated filings in each jurisdiction. Every file is built to the standard a government expects.

Qualifying Investments

The asset behind the residence

The qualifying property that secures your status — title, planning, developer standing, yield and exit — sourced and vetted through established local developers and agents, so the investment behind the residence also holds its value.

Technology & Systems

Your file, always on track

The firm’s own platform carries the load: share your details once, the government forms pre-populate, and a date engine watches every expiry — so the focus stays on judgement while the paperwork takes care of itself.

Kestrel Private coordinates a network of admitted local legal, tax and immigration counsel, due-diligence specialists and property professionals in each jurisdiction. It is an advisory firm, not a law firm, and does not itself provide regulated legal services; the regulated work is performed by licensed professionals. The firm’s own technology supports — and never replaces — their judgement.

The research

We publish the work our advice rests on.

After the EU’s Golden Passports — written and edited by our Founder and Managing Partner — runs to 519 pages and draws on 267 sources. Every legal, regulatory and fiscal claim is either cited to a primary or official source, or expressly identified as requiring confirmation. There is no third category.

Its central conclusion is a limiting one, and it costs us business: the structure it examines is not a substitute for European Union citizenship. It also tests our own published planning figure line by line and prints the full costed range.

Published & cited

A published authority on global mobility.

Our Founder and Managing Partner co-edited the International Real Estate Handbook — a standard reference on cross-border property and investment migration — and his commentary has been cited in the industry press.

The International Real Estate Handbook
The standard we hold

Institutional rigour, personally delivered.

The depth of a global group, the discretion of a family office. Every recommendation is traceable to the governing law and the administering authority.

31 legal instruments cited

Each route traced to its statute, regulation or decree.

10 government authorities

Sourced from the administering authorities directly.

Cross-checked against the law

Reviewed against primary legislation and official sources.

Source of truth

References, sources and real figures at every step.

A government-grade standard

Fifteen years inside Caribbean, Cypriot and Maltese programmes taught us that sovereign trust is earned through due diligence and discretion — the same standard we hold to every private file.

Whole-of-market, strategy-first

We are not tied to a single developer or jurisdiction. We identify the right strategy first, then source the asset and coordinate counsel around it.

One relationship, worldwide

A coordinated network of admitted local counsel, licensed agents and developers across our priority jurisdictions — managed for you as a single engagement.

About Kestrel Private

The firm, in plain terms.

What is Kestrel Private?

Kestrel Private is a discreet private-client advisory specialising in residence and citizenship by investment for high-net-worth families — focused on Cyprus, Greece and Mauritius. It provides verified, source-of-truth guidance and coordinates the whole engagement end to end through admitted local counsel. It is an advisory firm, not a law firm.

Who founded Kestrel Private?

Andrew J. Taylor, the Founder and Managing Partner — a former Henley & Partners Vice Chairman and co-editor of the International Real Estate Handbook. The practice was established within 8T20 Capital in 2019 and is carried on today by Kestrel Private Advisory (Pty) Ltd.

Which programmes does Kestrel Private advise on?

Primarily residence by investment in Cyprus (permanent residence), Greece (Golden Visa) and Mauritius (residence by property). It also advises on citizenship-by-investment and golden-visa programmes worldwide, each backed by a verified dossier traceable to the governing law.

Why is the firm called Kestrel Private?

The kestrel is a small falcon known for its exceptional vision, patience and precision — able to hover in place, carefully assess its surroundings, and act decisively only when the moment is right. Those qualities reflect how we approach residence and citizenship planning: careful analysis, clear guidance and a long-term view on decisions that shape where a family lives, invests, works and raises its children. Kestrel Private was founded on the belief that greater freedom comes from greater optionality.

How much does Kestrel Private charge?

A flat €10,000 per application — US$10,000 where the programme itself is dollar-denominated — VAT included and agreed in writing before you commit; the advice and the first conversation are free. A second application instructed alongside the first is 20% less, €8,000, so a coordinated citizenship-and-residence position comes to €18,000. Government fees, due-diligence costs and the qualifying investment are separate and confirmed in writing before you commit.

Is Kestrel Private connected to other companies called Kestrel?

No. Kestrel Private is the trading name of Kestrel Private Advisory (Pty) Ltd, a South African company (registration 2023/503033/07) headquartered in Cape Town, with partner offices in Limassol and Athens. It is a residence and citizenship-by-investment advisory — not a law firm and not an authorised financial services provider — and it is unrelated to any other business, fund, wealth manager or aviation, technology or property company trading under the Kestrel name in the United Kingdom, Ireland, the United States or elsewhere.

Is Kestrel Private a law firm?

No. Kestrel Private is an advisory firm that coordinates the engagement; the regulated legal, tax and immigration work is performed by admitted local counsel in each jurisdiction. Every figure is indicative and confirmed in writing by licensed professionals before you rely on it.

Where does Kestrel Private operate?

The firm is headquartered in Cape Town and receives clients at partner offices in Limassol and Athens — practices we have worked alongside for fifteen years, where you are met by people who have known this firm that long. In the jurisdictions we file into, the regulated work and the submission on the ground are carried by local teams and partner law firms we have known and instructed for more than fifteen years — the same names each time, chosen because they have earned it, not assembled from a directory. Where one is not performing, we change it. We instruct and supervise throughout, you deal with us, and we remain accountable to you for the engagement as a whole.

You have US and UK numbers — do you have offices there?

No, and we would rather say so than let you find out. We answer local lines in the United States and the United Kingdom because that is where a good many of our clients are, and a private client should not pay international rates to ask a question. An office in Manhattan or Mayfair would add to your fee and nothing to your file. We do travel to both frequently, and we are glad to arrange a meeting in person the next time we are in your country — sooner, if the matter warrants it. The relationship does not have to live on a video call.
