SA’s 2026 Offshore Allowance: Euro Assets, Yield, Residency and Schengen Access

The investment threshold quoted for a European residence programme is not the amount a South African needs to move offshore. Five current residence-by-investment cases in Greece, Cyprus and Portugal, priced complete — foreign taxes, VAT, government charges and professional costs alongside the qualifying asset — and read against a single year’s R10,000,000 allowance.

Planning rate €1 = R19, set above the market so a rand figure is never understated. Indicative planning cases, not quotations. Cyprus grants permanent residence in an EU member state and is not yet fully part of the Schengen area.

After the EU’s Golden Passports

What ended, what remains, and how a lawful structured alternative should be assessed

A 519-page study of what legally ended with the European Union’s investor-citizenship market and how the structures now offered in its place should be assessed. It draws on 267 sources. Every legal, regulatory and fiscal claim is either cited to a primary or official source, or expressly identified as requiring confirmation — there is no third category. It is free, and there is no registration wall.

The report’s central conclusion is a limiting one: the structure it examines is not a substitute for European Union citizenship. It also tests Kestrel Private’s own published planning figure line by line and publishes the full costed range.
