Does the 5% reduced Cyprus VAT rate apply to this?
No. The 5% rate is restricted to a buyer's own primary residence and does not apply to a residence-by-investment purchase. The relevant rate for this structure is the standard 19%, part of which is later recovered through the mechanism above.
Can the property be rented before construction is complete?
No. The unit must be genuinely finished before any rental income is generated. Letting — or attempting to let — before completion to trigger the refund early is treated by Cyprus's VAT authority as evasion, not a grey area, and would put a residence application at risk.
Does this work with a long-term tenant instead of short-term lets?
No. Long-term residential letting is VAT-exempt in Cyprus, which means the VAT paid on purchase is never recovered. Only short-term, holiday-style letting through a VAT-registered company qualifies for the refund.
